AAVE message reminder function

Aave is a decentralized protocol, so a set of smart contracts in the blockchain, its not possible for a protocol to send reminders or notifications by itself, you need to rely on similar solutions there is no way as it is right now to have reminders in a decentralized way.

HAL was included into the interface by governance decision voting over snapshot. There might be other alternatives, for example smart wallets as defi saver or instadapp allow even to set some kind of automatic flows
